i think so but I'm not too sure, every time I launch the boss it teleports back, but according to an older video you have to make sure it doesn't bounce off the ground or anything before launching, so it'll take a lot of attempts, I've only launched it a couple times
Still doable. He just needs to not hit the ground when you launch him and it will work. Though, there are a bunch of build guides online where u can 2-3 phase him, even if you aren't that great with some practice. It's almost easier to just kill him lol
