It is because we are a small island developing state, not yet fully developed.
mauritius is small but not so small you can get everywhere by water taxi. You still need in land transportation to get from the north to the centre and the south to the east
Dorjoy Rahman impractical. Most of the population still lives inland. All towns except the capital are inland.
