I have two theories about what the heck Nokotan is because I love overthinking. 1. Is that she’s some lovecraftian deer god. The only supernatural aspects of the show, aside from 4th wall breaks, center only around her, and I think she’s able to mind control those in her vicinity (explaining the scene where all the classmates find nothing strange about her busting down a door), she’s just on Earth to mess around 2. Koshi has died and this is hell. Literally everything Nokotan does is designed to humiliate or inconvenience her. I hope this helps the algorithm :)
SPOILERS You're actually very close with the 1st guess. Nokotan is a divine avatar of Japan's Nara Park deers and she has canon divine magic hence how she's able to do all sort of weird nonsense. A fun detail is that it's ONLY Nokotan able to do the weird physics breaking madness and it's hard to notice until this is eventually brought up: the other characters don't have reality-warping slapstick powers and are thus never the ones to perform those types of gags among a sea of weird gags. The funniest part is that the true plot twist is that everyone in the setting except Koshi is just a weird idiot. Nokotan has no mind control powers, everyone is just a moron except Koshi so in a weird way this is kind of her own personal hell by virtue of being the only sane person in a town full of insane people and her mental stability is slowly grinded apart.
I had thought since she targeted miss deliquent, maybe there was a reason like miss D helped her or someone she knows in the past so she enrolled to be close to her.
The fact there are always at least 2 deer witnesses for the coming of the incarnation of the deer jesus (nokotan) is hilarious. The fact she has wisdom beyond her years (antlers) and seems to have literally descended from heaven on top of that is wild. Even more meta is the fact that horns on the head used to be a mistranslation of a divine aura (halo). Deer god.
Everyone talking about the "You Deer" in the opening. But I appreciate the "free fall from sky" sequence more. The joke was that in other anime they show characters free falling from sky to incite excitement from the audience. This anime switched it and make fun of it. Lol

This anime feels like a revival of the wacky anime comedy, especially getting some, and I recommend this series for anyone who like this one, Hare+Guu (the anime goes three seasons, but the manga goes on longer). In Hare+Guu the boy Hare lives with his mother in a jungle village *it is modern times and the opening scene hints at some more serious stuff in the plot for later*, but the comedy side here, its a small village and while being sent out to pick bananas by his mother Hare is attacked by an eldritch horror, only to wake up like nothing happened and find his way home where his mother has found a mysterious girl with cartoon powers. I won't spoil much but...the girl is obviously the eldritch horror, and is either trying to figure out humans or is messing with people for fun, but clearly everyone is going crazy around here and Hare is trying to hold onto his sanity (doesn't always succeed) and even forgets what Guu is at times. Oh and as a selling point also Guu is basically a humanoid version of Kirby with a Wackyland dimension inside her body (all episode 1 stuff). This anime is also why I am suspecting Nokotan of being some kind of forest god.
This episode was so funny 😂 it reminds me of Nichijou - My Ordinary Life which would be a good series for you. I don't think I've ever seen anyone react to it.

One place I lived had a lot of deer in the suburbs. On multiple occasions I saw small groups of them walk in the ditches a fair stretch to cross the road at intersections. Once I saw what appeared to be one of these groups even wait for the lights to change, and used a crosswalk. It could be just confirmation bias, but I still feel like it might have been natural selection at work. The ones that didn't learn traffic safety tended to get into accidents eventually.

usually dogs who barks a lot and just chases others, are the more cowardly when things seems to get serious. I have 3 dogs, one will look cute and calm but if annoyed, will go for a warning growl and bark before jumping for a bite (but is so tiny that does not really hurt, but will startle you anyway tho) and the other barks to everything, but if another dog stands serious or is just big and playful running towards her, she will start crying and run back to me like if she has been bitten already or something

usually dogs who barks a lot and just chases others, are the more cowardly when things seems to get serious.
I have 3 dogs, one will look cute and calm but if annoyed, will go for a warning growl and bark before jumping for a bite (but is so tiny that does not really hurt, but will startle you anyway tho) and the other barks to everything, but if another dog stands serious or is just big and playful running towards her, she will start crying and run back to me like if she has been bitten already or something
