      on the inter and wet tires there are grooves, something used to break the surface tension of the water that is on the road, and give the car more grip. there are no grooves present on slick tires because in dry weather, it is optimal to have the entire surface of the tire in contact with the track, its the most efficient tyre. it would therefore be obvious that on a dry track, worn inters are faster than new inters, because worn inters no longer have grooves.
