For a freight loco, yes, given that it's setup for tractive effort (torque) rather than speed. The same locomotive with a different gear ratio can run at 200+ kmh (125mph+) hauling lighter loads, although Indian Railways has only ever tested it up to 115 mph.
Amar Gaikwad I assume that is the Independent Bailoff, all it is meant to do is release the locomotive brakes. Every time a service brake application is made, brakes on the consist and locomotive comes on. As good driving practice, a driver should let the train brakes stay on and release the brakes on the locomotive for few reasons. So, for every increment in a brake application, the bailoff has to be done. To perform the bailoff, driver needs to pull the plunger just once. From memory, I have seen this person driving and I believe it’s habitual of this person to play with the bailoff lever! 😆
