In the real Navy, some officer lines like medical officers do not get "Chain-of-command" authority unless it is to command their own departments (in the "All Good Things .." episode, you see Beverly commanding a MEDICAL ship, so that matches).
The Line Officer is one who went through specialized training to take over in the regular "chain of command" like Troi did when she went out to get her rank increased to Full Commander from Lieutenant Commander.
So she was already in the "chain of command" (I guess Starfleet put Counselors in the line) but after that she could actually transfer to the Command branch and take on a ship command (probably starting with a smaller vessel than something like a Galaxy-Class) if she wanted to, or if Starfleet needed a qualified ship commander in an emergency.

It was pointed out by another lore hound that Jellico's wanting to change the shift layouts not only made sense but actually was adopted elsewhere in Starfleet later on. Further solidifying Riker being a stupid and egotistical man-child.
Aside from Riker the character, this was also a peak moment of the writers outing themselves as not really knowing how an actual military command structure works...which was baffling, cause in other moments they do a decent job and provide good examples of command and leadership. The biggest one would be Data dressing Worf down when he was temporarily in command, which contrasts with here...with Worf, he stepped a toe out of line with Data, here while Riker "mostly" seems to keep it behind closed doors, pretty much straight up mutinies against Jellico...in the middle of a critical ongoing crisis situation (and with that smug grin the character put on some times).

Marina said in an interview, that after wearing the „cheerleader“ uniform in the pilot, the producers didn’t like it, because she looked fat. And they told her to lose six pound between May and September, when they were to shoot the first season. So she had four months to lose the weight, and lost eight pounds in the end.
She took a personal trainer and continued with the gym throughout the series. But then the producers decided that a uniform would make her look too „reserved“ for a ship‘s counsellor, so they put her in civilian clothing, to „mellow“ her appearance. And Roddenberry wanted her to have a cleavage, but as she said: „You can’t have brains and cleavage in Hollywood at the same time.“
She begged the producers to make her look more professional and put her in a blue uniform, and was beyond thrilled when they did. „My cleavage was gone but suddenly I got my brains back. I had my pips, my tricorder, my phaser and I got to go on away mission. I was back in the game.“

I can imagine the scene now.
I approve of these changes, walks into ready rooms, Mr data where is Livingston?, his tank has been moved to your private quarters, fade to black.

I literally almost clapped and cheered when he made her put on a uniform. I was so sick of her walking around as eye candy and being so out of place.

Blasphemy. One must never be "sick" (such vulgar language) of her walking around as eye candy. It must be appreciated as the sublime gift that it is.

I had always thought they wanted Troi in that outfit to get do some of her chest and it was so weird that she was not in uniform. But when you see her in uniform it actually accentuates her body better than the first outfit.
