    but arm touches below the belt isnt that illegal

      i think it is ignored because the hand is in correct place, not grabbing the leg.

      not grabbing but still touching is that legal?

      Honestly the referees are changing the rules that much it is hard to keep current, even though I attend seminars to try and keep current. I believe it is currently allowed, as long as it is brushing and not lifting with the elbow, and the hand is holding above the waist/on the arm.
