The thing about movies made in China is many times, the stuntmen are taking the hits. It may not be a full hit, but they are definitely being smacked around. Often times they will be offered extra pay to just straight get kicked/punched/hit for a scene to make it both easier to shoot and more realistic. I suspect many of the stuntmen in this scene did just that. The one where he takes a staff to the neck(2:16), he probably just took that hit with some minor padding on his neck under his clothes
The scene before this one where they’re about to light the girl on fire and the martial artist steps up against the entire mafia brings me almost to tears. I think it’s cool how he’s not afraid to stand up to the army of people and take responsibility despite it not being his problem. I don’t get tear jerked like that a whole lot but the prelude to this scene is fantastic.

I forgot where I read this, but I think the metal rings on the tailor's arm represents the "level" in his kung-fu style (铁线拳), and not just for protection against the axe! So, obviously his fighting style focusses a lot on punching, and the metal rings are also a signature to this type of kung-fu. They will wear the metal rings during training to improve their arm strength. As the training progress, they will add on more rings when they get stronger and better in that kung-fu (level up!). Fun facts: The tailor in the movie is ACTUALLY a real kung fu master!
