The word "but" implies that the compliment in the second part of the sentence serves as the 'counterweight' for the first part "Not only" has a different meaning. It's not a full blown graduation obviously like high school or college, it's more like a sendoff that imitates formal graduations with the dress and speeches, since the students by that grade are old enough to understand and it may help motivate them to continue doing well in school as they transition into high school. Also, sendoff ceremonies that are a little less formal are held for 5th graders too. These ceremonies recognize the students who have done well and made it that far and their teachers
Jack Aiello may not have imitated the public officials and candidates perfectly but he has their cadence down. Very entertaining video. Good luck 8th graders....I mean high schoolers 2016.
