You could even run the teeth at different speeds that way. Anyway that’s how a real paper shredder works, by creating a kind of scissor between every pair of adjacent blades.
Would made 2 little gears and then a ripper slot after. So you start with entry gear=>slicer=>ripper and then the force to rip is lower and you get more shred per paper
And the paper industry ends up killing the world, because they sold paper, and people kept buying paper to shred it, so when demand was higher than supply, the paper industry killed more trees to make paper, then killed off to many trees, and killed the planet.

actual shredders use offset cutters, offset the gear by 1 width and intermesh them... if you want another working design look at how arcade ticket counters shred tickets when they are done and do the same thing with legos
