Actually, you moved all of the sticks. The simplest i could find was 2 moves. 9=9-0
Just look at the board from the other side instead of rotating the board.

Ok aside from the trick solution of rotating the whole thing, you can do it in 1 by moving any match to turn the = into ≠ for example 3 ≠ 2 - 8, or two to make 9 = 9 - 0
