Well in base Red Flood, if the Japanese Revolution succeeds, the Imperial family flees to Korea if the loyalists win, Mantetsu (althist Manchukuo) if the Fengtian Clique doesn't return, Indochina (I think) if Tojo wins, and they had an option to take over the Russian Far East if all else fails. In this timeline, I imagine they've all been hunted down or have fled into Sternberg's realm.
