Even though it’s been a year Im writing this down in in order to delete these fiels u need to go to windows>run>msconfig>boot>safe boot>okey and it will say to restart or exit u press restart the window will restart and from there one go agian run press temp or %temp% delete everything from Riot or other games that u can’t delete then go do Local C disck and delete all, then go to temp files and clear all games, then go to recycle and clear all deleted files, after that go again to run>msconfig>boot and undo safe boot press okey and restart button on ur screen and u will go back to ur screen also it’s best to use the Revo Uninstaller application the free version it will help u a lot when deleting things, I hope this helps a lot.

Late reply but "temp" is the Windows temp files and "%temp%" is the temp files located in the appdata folder. I'm assuming one is for temporary files created by Windows and the other is for temporary files created by other things like your browser.
