      with all due respect, nobody here is a CPS expert. They make a lot of flubs but people also don't understand the laws they have to follow. A claim from a child with no further proof would not warrant a crime. If people complete treatment and that is verified, they have to acknowledge that they did what was asked. The parents in these cases have attornies and it becomes a deal where constitutional rights are fought for. As in any crime , there has to be ohysical evidence . At the end of the day the fault lies with the perpetrator. anybody can hustle the system- thats not the systems fault

      We can't forget the kids they take away from parents for absolutely no damn reason! 🙄 I have a couple friends who's had their kids taken for no reason at all! But leave the kids that truly need to be removed. It's disgusting. But I don't expect much from them, coming from the state partly responsible for Harmony Montgomery. 😭

      I agree!! Where are the petitions we can sign? There must be a Facebook group or something to get information on how we can help them fight for justice! The bio parents will get what they have coming. I think getting this specific DCFS investigated is so important to save other kids in that area!!! Unacceptable!!

      I agree, but I think this isn't going to get better if the evaluations only happen on a case worker to case worker basis and not the system as a whole. Punishing individual case workers is necessary sometimes, but it's the system as a whole that needs to be evaluated, and that needs to implement some serious changes.

    This is my biggest fear. We’ve had custody of our son since he was 2 & is turning 7 next week, but the adoption still isn’t finalized. Cps is a joke. Poor Oakley.

      No case should be drug out this long. Shame on not only CPS, but the judicial system as well. If the bio parents can't get it together in 5 years, they shouldn't be parents. For the love of God, TPR these parents and let you adopt him so he can have permanency. Prayers for your family...

      I hope you are moving towards finalizing your adoption. I know that’s the only way you’ll ever feel safe in the knowledge that your little boy will remain safe and well cared for. I hope that cases like Oakley’s help inspire CPS to do the right thing with in these cases.

      Our situation was exactly the same. They don't care about small things like scratches or rashes. Or drugs (our bio mom kept failing drug tests for our son WHILE she was pregnant with another) and they still didn't do anything. They want people to live the kids but not so much that you hassle them. Foster parents have to meet daunting standards (which is why there are so few homes) while bios provide way less than "standard" care. DHS does not give any weight to what the child says or wants. My son was left on a floaty raft in a pool when he was 2...couldn't swim yet.. and bio told him to stay on it till she came back for him. On the visits she "wanted to so badly" she left him to watch Dr. Phil. Didn't feed him. Didn't change him. My son was taken into custody at birth and placed with us at 3 mos. Instead of going to court to terminate at 22 mos like the law on the books states, DHS refused to make a case. The bio mom didn't even have visitation from the time my son was 3 and still he wasn't able to be adopted till he was 6. The judge tore DHS a new ass, as he had never seen a case be so mishandled. People got fired and/or retired bc of it. Lucky he didn't die. The delay and stress ruined my marriage, eroded my faith, ruined my life.

    How the hell are there no charges being made against the parents?!? They’re not giving any info on what happened to Oakley and they just get to live their life like nothing has happened. This is insane!!

      I’ve also heard in certain states if you don’t report your child missing you can be charged…. I’m assuming it’s not one of those states because clearly no one gives a shit about this kid or these drug addict, Awful abusive parents.

    Some of these caseworkers need to be held accountable. They have a responsibility to these kids and clearly, they aren't following through properly and it is causing a lot of lives to be lost :(

Because they didn't want to do their jobs a child is missing... yet good parents that lose their kids have to go thru the ringer to get their kids back and some never do get their kids back! There's to many children gone or missing that had open cps cases...

    I was in foster care from birth and visiting my bio parents was always super confusing and scary for me. i’d scream and cry that I didn’t want to go and literally have to be dragged out of my foster parents house. hearing all this, ik oakley probably felt the same. my heart goes out for that baby girl

      the problem is more that it's difficult to get this right with rules.
      the best way to understand that is by imagining this being done well within a large family, like with the help of grandparents, aunts etc. to help with a rough patch. parental visits are usually best in the environment of the kid and with the primary care giver around, ideally with the kids having some choice and say.

    THANK YOU! You are the first True Crime RUclipsr that I have seen cover this case so in depth. I'm from Aberdeen, WA, and I have been asking every true crime channel I watch to cover this case because Oakley needs to be found, and more coverage needs to be out there. My heart breaks for Oakley, and I KNOW her parents did something to that sweet little girl! So, thank you again for covering Oakley's case. Hopefully, she gets some justice soon.

      It actually amazes me that this was the first true crime channel to cover this case and I was shocked when I read your comment. I 100% agree from what I’ve read that these parents are to blame with her disappearance. To call them parents is a joke in itself as they were anything but. Hopefully other true crime channels will follow suit and cover and share this story

    How are they allowed to go free when they can't produce Oakley?! My husband is a former detective and has never heard of such a thing. I'm completely baffled that the government is just okay with them walking free when a child in their care is still missing. Make it make sense!

    I suffered with addiction and when I had my twins 3 weeks after they were born I went into a 6 month rehab. My babies went into the care of a older lady we had lived by and when I got out of rehab I had to do family drug court: random drug tests weekly, counseling and weekly update with the judge. I started with supervised visits and slowly got to un supervised overnights. Within 10 months I got full custody back but even now 7 years later the lady who had my boys is like a grandma. They love her as much as she loves them and I’m so blessed. I can’t believe they just took this baby and put her back in a home without making sure she was good. I remember once I had been 10 min late to a counseling appointment and because of that the judge made me wait another week to move up in the program. They failed that baby

      my brother fostered a baby for a year that was born addicted to heroine, but mom got clean, worked on herself and got him back. he still calls my brother daddy and they come to holidays and stuff and he watches him while she goes to work and stuff. foster can be so wholesome, but so often the babies are just failed.

    I really hope she is alive somehow. I broke when you mentioned Oakley singing "grownups come back" when she left her foster family. She is the same age of my daughter and this rips my heart open. God please help Oakley come home. 🙏

      That's exactly what it is. Why do kids from junkies get put back in their care when they can't prove they are clean? But yet average families have to go through class after class and red tape and fines in hopes to get their kids back and have little hope

    My heart breaks for Jamie Jo, she tried so hard to protect those kids and help them escape their evil parents but the system failed them. I hope she is able to have kids of her own one day or adopt another child because she's the type of person we need raising babies.

      ruinification is only a goal for kids who are taken away, right? like if a kid was given up they woukdnt try to find the parent and make them take the kid back?

      Cps in our state (Washington is a fin joke) I've called over and over again on my sister and she always abused her kids and they never did anything. And than she moved state and they dismissed everything. The whole system needs a refresher course and needs NEW social workers.

    I recently retired as a front-line social worker; I did the job in the trenches for over 20 years. I can guarantee that this precious little girl cried for her Mommy and it pissed her bio mother off. I absolutely believe it was intentional, out of jealousy and hatred for the "foster" parents as much as disdain toward the child. So sad.

      You should know that those foster parents didn't do anything to try and keep a good relationship between Oakley and her biological parents. I guarantee that they had nothing good to say about them to her. It's obvious they expected to adopt her and didn't want her parents to succeed. It wouldn't have mattered if they were doing good or not. The bio parents were obviously not doing well... and may have been horrible but that doesn't make what the foster parents did right.
      They were just as selfish.
      “We found that (DCYF’s) actions and conducts in this case were consistent with laws, policies and court orders. Our investigation however identified opportunities to improve services to families, specifically to preserve and strengthen the parent-child bond when a child is removed from the home. Parent-child visits are critical to a successful family reunion. Reunification planning should not only focus on a parent’s successful compliance with services but should also address parent-child bonding and attachment issues.”

      DYS is a joke. They are supposed to keep kids safe. Biological placement isn't always best. They need to restructure the system to the healthiest placement for the child. For " austic" to make that statement about the foster parents us delusional
      The bio parents can't even take care of them selves. Totally had drugs are a priority over thier own children.
      They don't deserve to be called parents

Let me remind u the child is missing the foster parents were the only ones who really cared & wanted that human being!!!! If the foster parents did anything wrong it was not going to the police when the child was returned back to them with scratches on face, sick tummy, no diaper change ..please understand i'm not saying u were not a good social worker but what i am saying is procedures as u see in this case DON'T always work & it takes a combined physical presence of many people to see all sides !!!       Normally I would agree. However, I think eaten by wolves is such a common thing in fairy tales, that it would have been an easy explanation to kids. Evil parents say things like "behave or the monster will get you, just like the kids in the stories" all the time. It's sickening how the worst parents use fear to control and destroy their children.

      I think the “mother” had obvious anger issues and that sweet girl cried out for her foster mom be it when she was being disciplined or something else and it infuriated the mother more. I think something happened and the mother beat that baby and it turned deadly, since finding blood in the home. I believe that they hid her body in the woods to save themselves. I mentioned that liars tend to always have a piece of truth in their lies. I lived this with a family member my whole life who also was/is addicted to drugs. I think they do that so they can keep up with their lies since everything in their life is a lie. Regardless hopefully they find it in themselves to do one thing right in their life and come clean about what happened. 🙏🏻

    I live in this town..😢 I'm so happy you mentioned Andrew getting away with murder. This is a small dirty town, and I've seen a lot of gross people in positions of power. I definitely believe what happened was on purpose! Idk if she was sold or unalived, but it wasn't an accident. These people are sick and deserve no remorse. Angela Fries is gross and her own sister is a m user and she has her kids. Hmmm.

      Now it makes sense why Andrew and Jordan got Oakley back. Angela can’t make it seem like she’s playing favorites by letting her sister have her kids, so she just gives any addict their kids back even if they don’t deserve them.

    The Hiles seemed like such a loving and wonderful couple, and you can see the beautiful connection they had with Oakley in the recording...just the way Oakley is sitting so comfortably on her dad's lap and playing with his shirt, and just the way they are conversing with her and listening to her tell her story in her safe space with them. ❤🖤

      I think part of the problem is that CPS is a blob monster with 5000 heads. Good people are mixed in with the bad people, there is never enough funding, the workers are given the support they need, everything is hidden due to "child privacy" protections, there are different departments in every state, and the culture is to try everything possible to keep kids with their biological parents because parents have "rights" that are not taken away until it is so egregious and ongoing that hope is lost.
      Nobody can get any information, the police either can't or don't help, and the justice system is not holding parents accountable. In this case alone, there are multiple times when they let the parents go free, despite the fact that they don't show up for court, don't pass drug tests or get treatment, and are repeat offenders. I suspect there is also a great deal of corruption, because bribing CPS to not take your kids away seems like easy math to a lot of parents.
      If the movement to end police brutality is any example, we will still be angry and horrified about how the children are treated in another 20 years. We all need to push and support massive change, but nobody has a clue where to even start.

    As a former foster parent I saw things like this happen far too often. We would have continued to foster but for the caseworkers and system. IMHO There’s a shortage of foster parents because of the treatment and lack of help from the agencys and the trauma we see and face with these horrible situations. I could tell you so many stories…😢😡😭😠

The judge decided to keep all of her siblings in foster care “they had been abused” …but because the young baby hadn’t been abused… Yet… They gave the baby back to the mom. I got a phone call a couple of weeks later asking “if I wanted my baby back”. And I asked the social worker where is she? I was told “in the hospital brain-damaged a vegetable for life”!! The judge only left the mom one punching bag! This tiny baby!! I can’t even explain my outrage and heartbreak!!

    The lifetime of trauma the siblings are facing is almost as heart wrenching as Oakley not having a future to face. I hope for her siblings that life improves and role models are in place for guidance they will need. I'm from Washington and ashamed over this case and what happened yet proud of the obvious out pour of love for Oakley and her parents the parents that deserve the title. Love needs to become and stay a verb an action word not adjective it needs action behind it not just empty description used by anyone who feels the moment.

    This breaks my heart , however, even here in CA , CPS is broken . Period, there will be no changing my mind on that. I myself attempted to jump thru massive hoops to foster , and eventually my husband and I gave up . I’ve seen kids returned to parents after clear signs to not return them , and within days those kids were significantly injured . CPS needs to be completely rebuilt

I'm sure they didn't have anything good to say to her about her bio parents. Then they start fostering her brother and then get rid of him??? That's beyond selfish.

Some become very bad people beyond the drugs. Just because someone is a biological parent, doesn’t mean they deserve to have custody of them. A LOT times it’s a true blessing to not be raised by addicted toxic dangerous mom and dads.

    This was so triggering for me, yet it’s these very personal cases that I have a need to listen to. There is something inside me that feels that the suffering I endured so young at the hands of my mother and the system that failed me, makes me feel like the least I can do is listen to these stories. To hold them in my heart, to acknowledge the pain and suffering they endured and to care about them. It’s hard to explain. It hurts to know how often this is still happening. It has been decades for me and I still see so much repeated offenses by the very system that is supposed to help these babies& children. 💔

    this story is devastating. . . . i can't say here the words i have for these bio "parents..." a very similiar thing happened in my area, the sweet little boy ripped from his foster mommy fighting and crying from terror as he was handed to bio "mom" and he was horrifically tortured to death less than 2 weeks later! sickening! the system is broken.

    I went through this year's ago. I had my niece from birth to 1 year old. They placed her back with her parents and fast forward 15 years later. I now have her back and I am her guardian. I also learned of all the he## she went through. This time she is here to stay.

    This is not the only story like this out of Washington State. It seems more like the standard operating procedures for the state. From my experience of adopting out of the foster care system (we adopted 4), California is just as bad in different ways, ways that would make you sick. I pray the people who truly love her find closure. I truly hurt for the adoptive Mom & Dad.

    Omg I was a foster parent in a neighboring county. And let me tell you Cps is not in the best interest of those babies. All they are worried about is getting them out of their system. Man I can tell you some stories I dealt with while I was a foster parent for several years. I been keeping track of this case. Thank you for bringing light to this case.
    Just wanted to add I think her biological parents were so strung out they they did something really bad. And then covered it up.

    The systems are far too soft on these crappy parents, but it’s a fine line when taking children away for their biological parents. These parents didn’t want to do any of the work to get their kids back. Oakley should have been immediately adopted after the first incident. This case is so sad.

      Yes! Especially since she stayed with the hiles 2 years anways. Why take a child who has been raised completely by another family, and put them in the hands of their sketchy parents just because they're biological? It makes NO sense!
      Maybe there should be a time limit on how long the parents have to truly prove they are able to be good parents.

      I feel in the best interest of the child, if you as a parent lose your INFANT at 7mos old, that child no longer has a bond with u, nor the parents with the child. Ages 7mos until 2yo? That is VITAL bonding time. The best interest of this child was ALWAYS to have just stayed with the ONLY family you knew.
      I know this may sound harsh, but if you're a parent and you mess up (it happens, I'm not saying I'm anything near perfect bc I'm not) and lose your child as an infant and said child is with another family the entire time, leave the child where they are. That is your fault and the repercussions you should expect.
      Should the parents get clean, you could allow them to eventually build a relationship and the child can get to know her biological parents , but to remove a child who has only known 2 people as their parents- it is severely damaging to the child to uproot everything they know at 2yo and do that.
      Yes people make mistakes, and sometimes after we make mistakes the aftermath is not what we may prefer, but nonetheless it's a result of your own actions and therefore take responsibility and deal with it.
      I'm convinced a large part of this is bc the bio parents didn't have a bond with Oakley as much as she didn't with them... she never should have gone back to that house and my heart aches for her REAL parents Jamie and Eric...

Remember that story from the bible (I think?) about the two women who came to a king because they both claimed the baby was theirs and needed the king to settle it? The king decided to cut the baby in half, so each woman would get a part of the child. One woman agreed, and the other woman said "NO! She can have the baby." And the king knew that the woman who protested the child being cut in half was the real mother, because the love of that mom wanted the BEST FOR THE CHILD, ahead of her wants. Real loving parents need to sacrifice for the well being of the child.

    This situation is absolutely appalling; I feel sick to my stomach. The parents deserve to rot in prison the rest of there pathetic lives at the very least. The case workers should be criminally charged as well for they are complicit in this child's death. It was truly heartbreaking to see that video of her knowing the outcome.

    My (now) little brother was tied up with DCYF in that very same county back in 2008-2010. Thankfully, he was placed with and stayed with our loving, supportive family and is now a happy, healthy, thriving teenager. A 14 yr old 6 foot giant teddy bear 😄 it gives me anxiety to think just how close to being in very real danger he actually was. They really could have just decided to not do their jobs. We’re so lucky.

    This case fu**s me up so much. My 2 oldests are in their 20s and on their own and my 2 youngest are almost 18 but everytime I hear about the 6 year old saying she missed her sister so much my heart just bleeds for all those babies. Thank you for covering this, Annie. I love your approach to telling cases like this. It's real, and the way I think I'd tell it too. I just can't with scumbag parents.

    As a foster parent I personally know the heartache of a child you have loved and cared for being placed back in the care of parents who were abusing/neglecting them and not knowing if they are going back to a safe place. Biological parents are given so many chances to right themselves before the children are removed. When all else fails the children are placed in foster care. Often when children are placed back in the parents care they are never checked on again. It doesn’t seem possible but it’s the honest truth. All you can do is pray they are safe and well🙏🏻

    This video made me so angry at DCYS. I’m literally crying and I’m only half done with the video. I can’t 😢😢 I’m just so devastated for Oakley and her REAL mommy and daddy. It is insane that this happened I’m so upset this shit happens!!!

    I live in Elma Washington, it neighbors Oakville, same county. I see Oakley's posters EVERY DAY, they are all over our town, this case angers and frustrates me SO MUCH, I wish I could hope for a good outcome in this case, if she was sold that would mean a possibility that she could be reunited with her foster parents (you know, her REAL parents), but I think at this point it is pretty obvious that she is no longer living and that fact angers me to no end! DCFS is broken, they hound foster parents who are doing a GOOD JOB and allow bad parents to litterally get away with murdering their children, even facilitating it when they return children to horrible biological parents. Something needs to change.

    What Jessica did was actually a really smart move. Instead of calling the mother out in a phone call or text and alerting her that she knows something is up she instead said the girls were having so much fun and asked if she could stay another night and kept her out of harms way. Plus, I feel like if the girl went back home after her mother and father found out she said that about Oakley then she would have been more than likely abused for it in some way 🥺

    My mom worked for years in an inner-city preschool during the height of the crack epidemic. She was a mandated reporter, and would fight for these babies. One year three children that graduated to kindergarten had been put back with their families and by Christmas they had been kill either by or from the neglect of their parents. She resigned after that. It was too heartbreaking for her.

      @@zxy78267 oh yeah that was a rough year for her, and it was always really sad to hear something awful happened with the kids at that school. Some of those kids being at the day care was the only gentle hands and hearts. All the staff there were really special people. I hope it remained that way and still runs with that same love of children

    I've been following this case and Kyron Horman's since the information was released to the public. I hope they can be found, whether alive or dead (hopefully ALIVE!!) for their families, or at least the family members that actually care about them. Thank you for putting out a video about her, so that her story can be heard all over the US and the world. I live in WA state, and don't know if people outside this state had heard about her disappearance. Ty ty ty!!!

      All 4 of those parents were selfish.
      "The couple didn’t hesitate, especially because they were under the impression they might ultimately be able to adopt her."
      They wanted to the bio parents to fail.

    This is absolutely disgusting and sickening that there were so many red flags and they literally put her back in the hands of her biological parents. Completey irresponsible. This makes me sick and breaks my heart. I COMPLETEY blame DCYF or whatever they’re called. These services need to GET IT TOGETHER!!!

    Our system here in WA does not care about how the parents are at all. Everyone’s hands are tied that’s why the social worker didn’t seem to care much. Just as long as the “parents” are doing the least amount possible they are “fit” to get their kids back due to the laws they passed.

    So sad that they failed this poor baby. I’m fairly certain the girl missed her foster parents and talked about them alot that it annoyed the birth parents. The Hiles are amazing people and I’m glad they continue to keep her story alive.

    This story about Oakley is similar to Summer Wells!! The parents know what happened!! It’s so heartbreaking & infuriating to hear about abused, neglected or murdered children especially at the hands of their own parents!!!!

    Social worker here, this case brings me to tears. If we had our way, so many babies and kids would have better lives. I've fielded phone calls from DCFS in which we cry over a baby being returned to a home where she wouldn't be protected. I can understand SWs checking out and relaxing on their duties, but to the extent that a child is returned to a dangerous situation?? This system is SO broken.

      @Katy Mcgee hi thanks for responding. Because the judge made the call. Despite the DCFS caseworker pleading to the court. Ordered the file with DCFS closed. In my particular agency we are voluntary and I cannot contact a family about a child. Even if I could, I had no contact info for the bio family and DCFS could not release it. That's why I couldn't do anything about it.

      @Lemon Lime depends on the state, they all have different procedures. I believe in IL we have a hotline to the DCFS director. Against certain a caseworker, reporting to the director of the local agency is a good place to start. I'm in Early Intervention so we are not DCFS, but we work alongside them for kiddos who are in state custody. If I have a problem with a particular caseworker I'm able to go to our liasion who works with my director to get things resolved.

    Such a tragic story. I am in the UK and over here too child and social services are totally under resourced , underfunded and understaffed. Totally broken. So many awful stories of kids not being protected.

    The attorney General in WA is as corrupt as the governor. This story breaks my heart. I've seen the lack of concern that cps shows when children are in danger and it's truly beyond frustrating. Thank you Annie for bringing awareness to Oakley's case.

    I literally have been watching Child Protection Service stories since 1991 when we went through the Houston Texas foster parent and adoption classes.
    I’ve NEVER once seen a success story. CPS fails children every time.

    It makes me so mad that they never ever wanted this little girl but yet they took her away from the family that loved her so much. And I firmly believe that they did that because they couldn't stand that she was so happy with the family that she was with and that they loved her so much and that she probably came back talking about how she missed them and loved them and they started right there abusing her because of that all the way until her bitter end. It's just so so very sad how people can harm their children. I'll never for the life of me understand

      Agreed. Jordan and Andrew didn’t have her for very long before she got taken into CPS custody and they were on drugs the whole time they had her so I’m sure they didn’t do much bonding with her as a baby. And then when she came back and talked about how much she loved and missed the Hiles, it probably made them resent her and since they never bonded with her they started abusing her and eventually killed her.

    I'm so glad you mentioned Andrew having been a cop potentially contributing to his current freedom. Exactly what I was thinking throughout this. I'd guess that because he's a cop, and because of how immensely the entire system fuxked this up, that the state is willing to protect him in order to protect themselves and their reputation
