Gotta respect it. Worst case scenario, Brandon dies and Torrhen can say that his half brother was going against orders and went off on his own. Best case scenario, you kill three dragon and beat Aegon. If you’re Brandon and manage to kill even one dragon, you’re still the legend who killed a freaking dragon.

To be fair to Brandon, Weirdwood Arrows were later proven to make anyone into Robin Hood. He probably could’ve done it, but Torrhen probably didn’t want to watch his brother potentially die.

I don't think those arrows were for the literal dragons, I think they were for the figurative dragons, Aegon, Visenya, and Rhaenys. Because if those three were killed, there's no one to mount the literal dragons. And we know there is some magic to weirwood arrows / bows from Bloodraven when he used his weirwood bow against his half-brother Daemon Blackfrye. I love how Martin leaves these sort of things for all kinds of interpretations

the north could easily win against the dragons they have the exact same advantage dorne has which is a vast barren land with a harsh environment torren bent the knee because aegon told him about the prophecy of ice and fire
