The reason he does it before is that the sesame-oil makes the spice mix stick a bit to the seaweed. It wont do that if you do it in the last step, because the oil will be all dried up.

I would use avocado oil. I would also bake the sheets at 250 degrees in the oven for 15 minutes.
@@allenmiller2071 sesame will impart a nice sesame flavor in the nori. Avocado would be rather tasteless and the nori would stay bland
