They can be set to air burst for maximum blast pressure dispersion, with less fallout, or ground burst, for less blast pressure dispersion but more fallout. Detonating the weapon at ground level creates much more contaminated debris going into the atmosphere. Air burst is for maximum damage, ground burst is just to be a dick.
