The "Pumpkin Baby" is Sam, short for Samhain. He is the original spirit the Colts were trying to appease. They hid their identity (costumes) and made sweet offerings to him. Also, squash were carved out and lit as a form of protection (the dead kids didn't emerge in the quarry until the last pumpkin was extinguished). They were supposed to stay lit the entire night, so blowing one out was taboo. Now Sam makes sure the Halloween rules are followed.
1. Always wear a costume
2. Always pass out candy
3. Never blow out a Jack-o-lantern
4. Always check your candy
It's an anthology of morality tales, and a short, fun romp. I love how all the stories are kinda interconnected/they run in to each other. You can see Emma in robot costume pass Lori (a nod to Halloween's "final girl") at the street party downtown. Not only did Emma (the first lady) blow out their Jack-o-lantern, she also started taking down their decorations, disrespecting the holiday. Also, when Sam is attacking Mr Kreeg, he uses a razor in a candy bar to cut him, then candy and glass on the stairs. He was going to stab Mr Kreeg with candy too, but instead got a sweet offering and was appeased. (thankfully he still got his due) Sam then used the sucker to cut the Emma's throat and then shoved it in her mouth. The principal, Mr. Elkins, also poisoned his candy. (it shows candy on a counter next to a bottle of Potassium Cyanide)
The creator wants Halloween to have an icon/mascot like Santa 🎅 or the Easter Bunny. Personally I think he's perfect: not overtly scary, and he also represents the origin of the holiday. He's also more realistic than Jack Skellington. Plus, that movie has lots of Christmas in it, while this one focuses on just Halloween.

Fun bit of trivia: the kid peeping in the dressing-rooms is the one who wears the Sam costume!

Sam is basically the Santa Claus of Halloween. Making sure you uphold those Halloween traditions, or else he'll punish you.

Was hoping you guys would react to this movie, it’s one of my all time favorite Halloween movies, watch it every year, really captures the essence of the holiday. Also the “Pumpkin Baby” is named Sam and he is like the embodiment of Halloween spirit, if you don’t follow the rules he comes after you.

In a deleted scene Sam runs in to . The kid that was smashing the pumpkins . All Sam does to him is throw a egg at him an it looks like gives him the middle finger . Then Sam runs away you can find it on RUclips. Along with other deleted scenes. So maybe Sam treats kids different maybe. He gives them a second chance . Or more time to learn the rules of Halloween.
