Go make a police complaint first, the landlord will not like coming to police station, so it may solve there.. If you have an agreement, register and complaint to rdo.

At what condition, we can mention about.... replacement of facilities provided to be replaced as like for like....if out is damaged or spoilt.

Do you mention holding on to some amount as Security deposit ....to be retained for the adjustment of damage, replacement or repair cost.

only online registration is mandate, but RDO may request you to come in person to verify the originals, but it is not their protocol..
