One problem though. H'El was not a clone. If anything he was unique because he had been born from the genetic material of several Kryptonians. Another proof that he was no clone, was that the ship Jor-El sent into outerspace to study the effects of stellar energy in Kryptonian lifeforms, had no cloning technology. In fact what the writer at the time led to believe, was that when the ship was hit by a kind of stellar or maybe even cosmic energy, that the genetic samples somehow united and grew to become H'El. In order for H'El to be a clone he would need to be a perfect copy of someone else. Which he wasn't. His genetig makeup made him a pure Kryptonian, it was only his birth that made him different. That and the fact that he possessed powers that Kryptonians usually don't have. But those powers were more likely the result of H'El exposure to stars or celestial bodies like Quasars that emit far more energy in a single second than our Sun will emit in its entire lifetime. That was hinted on, by the Star Chamber itself. H'El had no chronal powers before he absorbed some of the energy of the Star Chamber, but after he did absorb some of it, only then did those powers emerged. Meaning that Kryptonians in the New 52 universe could permanently enhance their powers and even gain new powers if they exposed themselves to the right type or amount of stellar energy. H'El in many ways was what Superman should be. If we remove the chronal powers, H'El power set would made for Superman ideal power set. H'El had no vulnerability to psychics, and because of his psychic powers he could alsohandle magic to a certain degree. He had no vulnerability to red stellar radiation. And Kryptonite for the most part it couldn't actually kill him. One could wound him with Kryptonite but he displayed no weakness being around it. Or even holding it.

The New 52 really did so much for Superman's rogues gallery while it was around. It's a shame it was so underappreciated. The "H'el on Earth" storyline would make for a great Superman movie. Imagine the action scenes.

I think one of the reasons that Superman and Supergirl didn't have their powers on Krypton was because there was Kryptonite inside of the planet and it was blessing with their powers which made them unable to use them even though Kryptonite was able to harm kryptonians the Kryptonite was so deep it wasn't able harm them but it was able to dull their powers.
H'El reminds me a bit of Match from Young Justice, mostly as being an insane clone made with kryptonian DNA, as well as having a scar in the symbol of the house of El on his chest
