Tivoli is wonderful. We also booked a tour leaving from Rome. We were there in Nov of 2021, just after tourists sites started reopening. We had both Hadrian's Villa and Villa D'Este to ourselves. It was amazing!! The fountains at Villa D'Este are so impressive, especially since they run entirely on gravity. Cannot recommend this trip enough!!
Wow that must have been wonderful. On the other hand, both sites are so huge and less "must-see" than other sites, so even with high levels of tourism in Italy, I don't find them crowded at all. But it still must have been amazing when you went in 2021. Yes, agree, the fountains alone are worth the visit!

We did this tour yesterday and had the same guide. It was very hot by the end of our walk around Villa d’Este and enjoyed the air conditioned bus to travel back to Rome. Hadrian’s Villa was amazing to see

Take my students to do both and use a van-hire with drivers which is affordable when split between 15 people. We start at Villa D'este getting there when they open and the water starts to turn on. An hour and a half is too long for lunch if trying to see both sites so students grab something at one of the cafes in the court where the vans can wait. We spend several hours at Hadrians Villa, leaving for Rome around 4:30...then vans take us back to our hotel.

Tour operators really should be sponsoring you. It is possible to see both sites in a day + time to spare to explore the other sites (Rocca Pia, Tivoli Cathedral) using local buses for about €30 total, way cheaper than the listed €90 price (1:10) on those websites where you usually end up paying them more. All you need is a good offline GPS map app
I prefer not to be sponsored so that I can give my honest assessment of the tour (I would give it anyway even if sponsored.) I believe in taking tours for many people because it makes it easier, especially for a place like Tivoli where taking public transportation between these sites is not very easy or efficient. I agree, it's certainly doable to see these sites using public transportation, but if I were a tourist, I would not want to have to deal with all the time it takes out of my vacation.
We're gonna be in Rome at the end of January. Would it be a good idea to visit Tivoli in winter? I'm reluctant about it because most of the greenery will be gone. Any ideas appreciated.
These parks are both open year-round. Yes, it's not the same as in spring and summer when there is more greenery and there are more flowers. But there's still a lot to see and in winter you will find smaller crowds. Also it's easier to sightsee places like this when it's not so hot.
Well the Villa Borghese is inside Rome, so it's easiest to get to. The Villa D'Este is really lovely and as you are a first-time visitor, then I'd suggest you take a tour. The Gardens of Ninfa are open very sporadically and quite difficult to get to but if it's feasible for you and you love gardens, they are probably the most unusual and special.

I think that the tour is doable for almost everyone. The bus makes transportation easy. The issue at Hadrian's Villa is the heat, or it was for me during this tour. There is also a lot of walking from the entry gate to the actual park itself, as it's vast. Otherwise, it's mostly flat, just a lot of ground to cover. At Tivoli, there are a lot of restaurants right near the Villa D'Este, and then Villa D'Este itself has some elevators and some ramps meaning you could bypass some of the steep steps. Mostly there is a lot of walking but otherwise, I think it's a great tour for just about anyone!
