Criminal Enterprises would have been a more accurate title for the franchise. The is not enough GTA in GTA games to justify that title.
I'm not sure if those FIB missions qualify as under duress. The legal defense of duress qualifies if the crimes committed under duress are proportionate to the threats given to Michael. In this case, Michael participated in these missions to further protect his covered-up identity, so to my knowledge, he would still be charged for these crimes.
