No, they do not have English subtitles. This is actually the English version with the Japanese voices and uncensored scenes modded in.
Did you play this on pcsx2 or on native ps2/ps3 hardware?
I played it on PCSX2. The recording is more than 11 years old by now, so I assume the game runs and looks much better on a modern PC.
