    To constantly refer to this problem, as *'Homelessness,'* implies that putting a roof over the heads of these people will solve the problem. Call it what it is: an invasion of criminal street rats, drug addicts, and the mentally ill. Some need to go to jail. Some need to go to rehab. Some need to be cared for in institutions. Unless you see it for what it is, you'll never fix it.

      Problem with your logic is there's not enough jails, rehab centers, institutions, shelters, what have you, to put them in.
      It's like cancer, once it takes hold, it's impossible to get rid of.
      So, the only solution is to PREVENT it from happening in the first place!
      That requires identifying the ROOT cause.
      And the ROOT cause is NOT drugs (because drugs have always been around yet, how come there were not as many homeless then?)
      The ROOT cause is good-paying manufacturing jobs all moved overseas in the last 30 years.

      As another reply said, they aren't willing to give up drugs. I'm not in CA but someone we know was homeless in our area. They had no substance abuse issues. He went into a lousy temporary shelter for a couple weeks. Was moved into a much nicer long term shelter and then within 6 months was placed in a loft apartment in a monitored building. When we said to him that he really lucked out he said they had plenty of room but that since substance abuse treatment is part of the requirements for the program that no one wants to go into it. He said a good percentage end up getting thrown out for getting caught with drugs. That is why they opt for living on the streets which in many places that accept the behavior end up turning into open air drug markets. We can't let people who won't try to help themselves drag our entire society down.

      The mayor has no spine. She's got the money to buy empty dwellings in SF but certain real estate interests keep her from doing it. These clowns don't want to sell their property and prefer to keep it empty until the real state markets go up again. The mayor is concerned about her political future and won't do anything to upset them. So...the homeless population grows and becomes more desperate.

We need to unseat them and elect qualified adults with common sense and backbones. We need to remove District Attorneys who are less prosecutors and more public defenders.     I only lived in SF for 1 year, I lived close to 20 years in NYC prior to that experience, all boroughs except for staten island so I thought I had seen a thing or two. Until the very last day before I left SF, I was shocked how things are so contrast. On one hand, techies making 500k wearing all those expensive space-suit material backpack drinking $15 boba, on the other hands, some Mad max scenes are happening everyday in front of my eyes. What a place.

As an example, Fremont, California has a population where more than half the residents are of Asian ancestry, with large populations of Chinese, Asian Indians, and Filipinos. Fremont has the largest Afghan population in the USA. You’ll never see one of those people homeless. The homeless are black, white and latinos. People think the homeless are all junkies. Go sleep on hard concrete or a tough bench and you’ll need a drug too. All the best.

    If people are sleeping on the sidewalk take them to the tent community until housing opens up. But they can't stay on the sidewalks. Sidewalks are for walking from one place to another.

    As an officer in Palm Beach County Florida, we experienced a similar problem after offering shelter through a program that would find them jobs, most refused because they don't want to be responsible for their lives, so after collecting I.D. data we methodically began removing them out of the county due to health risks to public safety & their refusal for assistance.

    They have to make the shelters SAFE because people do get RAPED others have very bad MENTAL PROBLEMS and they also need SHOWERS in the shelters because some homeless people carry BODY LICE. Not all homeless people are on drugs some have bad mental problems and homelessness problems got worse when they closed the Mental Hospitals and opend the doors and they literally put the mental patients out. The way the system is fixed if you ask a mental person if they feel like harming themselves or other and if they if they answer no to both questions even if no is the only word they can say they DON'T get help. The SYSTEM needs to be fixed before the PROBLEM can be fixed.

    I was at 13th and Harrison Street yesterday where a "Homeless" encampment caught fire (once again) burned thru the fence and burned multiple BMW employee cars. Actual the guy who started the fire was a drugged out idiot that made poor decisions in his life and did drugs so now we all have to pay for his mistakes. It is so stupid. He should go to jail. His camp shouldn't have been on a city public sidewalk. This needs to end. Oh and the guys working told me it's the 3rd time in 2 years this happened.

    Assuming we had a functioning legislature, the California legislature could draft a bill outlawing encampments on all public property based on the presentation of community health risk (hepatitis, bacterial infection from public excrement, typhus, etc). The governor could sign this into law. And at the same time, for those taking illicit drugs, they could be given two choices, rehabilitation to help them overcome addiction or jail time if they refuse. Instead of paying exorbitant amounts on supporting their addiction, which for some of these drugs cruelly leads to them becoming brain dead, reallocate this money which at this stage is substantial to rehabilitation programs.
    Why are we making this so complicated?

      There are a lot of "homeless" organizations that get grant money to help the "homeless" but since there is no accountability nothing gets to them and nothing gets done except many many people make money from large salaries, so in order to keep those salaries going the problems never get solved.       @choosewisely4722 I’m familiar w Martin v. Boise. But the solution I’m proposing doesn’t criminalize homelessness so the invoking of the 8th amendment doesn’t apply. It proposes a law that removes them based on public health concerns. And whether you’re homeless or not, if you use illegal drugs, you’re breaking the law. If you break the law, then you can undergo treatment or serve jail time. Whether you’re homeless or not is not relevant. To continue to support a drug addict’s addiction IS TRULY cruel and unusual punishment.

    Unless the mayor forces the homeless into drug and mental health treatment, then the problem will continue. We need folks clean and sober so they can become productive members of society and be reunited with their families. Also, the mayor didn't address those who are coming from other states to SF just to get free services without no intention of wanting to do better for themselves but leech off the hardworking taxpayers.

      Yes, that is CORRECT, homeless people are predominantly men. Men are a bit more difficult and challenging to negotiate. They refuse shelter because shelters require rules and regulations that they cannot follow. They prefer squattering in vacant homes and businesses, preferring young females as their sex partners and servants. My best solution is to use bait and switch sting operation techniques. Set up a massage polar or strip club and lure them in . While they leave their tents, a clean up crew comes in and bull dull the tents down.

      SF never defunded the police. Spending is actually up. There are about 600 open vacancies for the police and the increased organized crime rings coming into the city is drastically up. What we need is more police filling the positions.

    San Francisco lived there for 40 years. This is the macro affect of sanctuary. Not saying the homeless are not deserving of their rights to safety and shelter. This dynamic is in part due to the failure of one education system. It is also a manifestation of the concentration of wealth in America. The rich see all none wealthy as expendable. The numbers are scary and look at the resulting chaos. Feces, syringes, tents, crime against property and businesses. Out of control. Ambushes and the sense of desperation on both sides. A sad result of citizens outside the system being socially irrelevant. Sad and dangerous as it was in this case

    If the homeless were given the opportunity to clean themselves and their lives up, if they were given nice private accommodations, meals, appropriate medicine, transportation to appointments ect then I imagine they'd jump at the opportunity if they had any marbles left but we don't do that kind of thing for Americans who are down and out, we force them into over crowded shelters that offer no help or privacy and make them go to charities for as many meals as they can get. We also expect them to have the wits about them and the means to get to all the appropriate appmts. It's way better to be a poor immigrant in this country than to be a poor American. The double standard is atrocious and truly sad.

Imagine yourself living on the street and have no place to sleep, only thing you afford is a tent and you got no where to put it because its illegal. so question is ,where should they go? here in my country there is no space for everyone in shelter, it also requiers being sober and citizen in the city, there is also a waiting list for homeless shelter because they are overly packed. so where should people go? they cannot just walking all day and night in the city, they also need sleep. but they cannot even do it in a tent. I understand that city is good to keep clean but you cannot expect these people just dissapire.

    LA has a city budget of $12.8 billion under Mayor Karena Bass, with a population of almost 4 million people. Personally, I think SF needs to seriously slash the budget back to $5-7 billion. There are too many City employees, too many City departments, too many bloated budgets, and too many nonprofits with questionable bookkeeping and program outcomes. There is no logical reason for a city of 900,000 people to have a budget of $14-15 billion.
