No not inherently he would have been an option for regent for the council to choose but with Aemond being the next in line for the show canon and Alicent being his mother and a previous regent they both make more sense to allow Cole to focus on the war effort and not ruling. In real life it was very common to choose a relative to serve as regent over a councilor as that way true power remained in the family.
