So Tetris Attack is a slight reskin of this game. I knew they were similar but didn't realize it's pretty much exactly the same

Yup. I'm not entirely sure of what happened, but my guess is that Nintendo thought the game would do well in other regions, but the aesthetics would hold its potential sales back so they swapped it over to a Yoshi and friends themed game. Everything else is untouched.
