Looking back at these 2, I believe this is the 2nd time they have gotten a quest in the series. There is one in Strange Journey.

Although I was going for the chaos route, I decided to help Kresnik, since he looked cooler, and I needed a single targeting light attacker. Good thing I did, because he was helpful in the Lilith boss.

How do you get to Kresnik? I can’t seem to find the path?

Through one of the Magatsuhi Rails near an abandoned building. Upon arrival, there are two roads, you take the lower one and you'll find him.
