Without radar, it still becomes regular cruise control, although luxury brands will probably intertwine the two more. Most cars post-2000 are difficult and unsafe to drive without ABS/ESC, not just new ones. Kind of like fighter jets that a computer stabilizes because they're so precisely balanced to get the best payload and speed, a human pilot would crash. If you look at cars that keep ESC off between restarts, like the Honda S2000, McLaren Senna, or Mustang Shelby, they were specifically designed to be better for human drivers.
Mercedes, bmw and audi will put any little techy thing in the car to raise the price and drop the reliability. Technology is whats killing cars reliability today, of course cheaper plastic parts and cutting corners for profit but stuffing more and more technology in cars is not good.
