$14k is entirely normal pretty much anywhere in East Coast cities - for fairly average properties. UK council tax (property tax) is an absolute bargain in comparison especially if you're super wealthy and live in a multimillion pound house.

People make investments, pay into pension plans, etc. For example, my grandfather was a very wealthy retired man, and lived a very comfortable life of luxury cruises, golf club dinners, a very nice house in one of the most affluent areas of the UK, etc. But he was able to support that lifestyle thanks to his large pension, stock market investments, consulting work, etc- he didn't just retire at 65, and then have no form of income for the rest of his life. A lawsuit? Haha, no. Unless he's discriminating in provision of goods or services then it's not illegal. It's not illegal to refuse to a shake a person's hand - which is almost meaningless. It's common in some cultures for men to refuse to touch women whom they aren't related to.
