It reminds me of an old Twilight Zone episode where a bunch of gold thieves put themselves in cryogenic stasis (for a mere 100 years in comparison) until the statute of limitations on their theft is up. Even if they hadn't turned on each other, and gotten each other killed, it wouldn't have mattered as the episode's twist revealed that gold had become worthless in the future after scientists had learned how to synthesize it! Here, Freeze ran into an entire freaking secret SWAT team of guys who could use tech to imitate Batman! It looks cool, but it was honestly completely unnecessary. It would have been more amazing and ironic if even the normal cops of the future had tech so advanced that old-school super-villains couldn't compete any more, meaning the Gotham of the future no longer needed a Batman!
Imagine this from Freeze's POV. Your fighting The Batman, the fight is coming to your disadvantage, you decide to incase yourself in cryostasis for 1000 years just to make sure The Batman, a normal man would be gone. 1000 years of nothing, waiting. Once the time is right, you re-enter the world in its future, nobody even knows your alive. You walk into the city, ready to cause destruction and the first person you meet, is the one person you tried to get away from. The walking nightmare you tried to escape has come to stop your plans and defeat you. Theres only one thing I can assume, you only feel... FEAR
That's because in the future shown in that Episode, Bruce actually became significantly more brutal - to the point both Grayson and Barbara spent half the fight against Freeze, by just trying to talk Batman down from killing the guy.

This would make an interesting series. Batman develops an advance AI that can make contingencies for supervillains and it's up to this group of less remarkable people to execute it
Something like the first part does happen, only the computer decides the heroes are also a threat and started turning people into cyborg drones to fight them. Notably the only unpowered heroes considered the highest level of threat are Batman and Nightwing. It's also one of the few times where Mr. Terrific's power actually comes into play, since he's invisible to technology. At least he was at that time.

Star city - Green Arrow may not sound like a threat, but he doesn't have a "no-kill" rule, and the right arrow for every occasion

Something like the first part does happen, only the computer decides the heroes are also a threat and started turning people into cyborg drones to fight them.
Notably the only unpowered heroes considered the highest level of threat are Batman and Nightwing. It's also one of the few times where Mr. Terrific's power actually comes into play, since he's invisible to technology. At least he was at that time.
