How long have you used those dimmers? Was reading the description and it says 2a max and something about .5a continuous. I thought these fans pulled like 4amps. Just was curious.
Try hooking the motor up directly to 12 volts and see if you get maximum speed if you don't then there's something wrong with your motor if you do then work back from there making sure that you are hooking everything up right. You may have a bad rheostat on your circuit board.

Several years now. Still going strong!
So I did this fix and the fan at top speed is very slow more like the first setting. Is there something I could have done wrong?

Open the vent and blast a 20in. box fan. Problem solved.
