that checkerboard room is what is called a skybox. all unreal engnine game engine use them to spawn collision mesh. (the ship you can walk on). the dumb devs just forgot to move it :P cool find though!
I get out of bounds all the time. Here's a tip to load the area: Crouch and move your camera around underneath your person. Sometimes you'll have you walk around a bit too so you can find that sweet spot, but you'll get it to work.
I bet Ordis is infected, that's why his personality and voice glitch out so often. If I am right there will probably be a quest where you have to heal him or something like that

That room I believe is a dev room, I've seen footage of the devs playing in a room with the same grid-texture, possibly they have a method of getting into there for testing and debugging.

I know it's been patched already, but your aim for the glitched spot was a little off. If you had stood in the same spot, but aimed for the 3rd metal strip from the bottom (those lines on the windshield), you can jump through easily.
