In Magneto’s case, Doom is Marvel’s most unrepentant anti-mutant bigot. Doom hates Mutants almost as much as he hates the Fantastic Four. And for Magneto, any anti-mutant human deserves the most painful death possible.
For Doom, everyone is beneath him. That is what MvC3 got so right and the movies got so wrong. Doom truly believes his own hype and he acts and speaks accordingly. Everyone else, even an Omega level mutant who can literally control the electromagnetic spectrum like Magneto, isn’t worth the dirt on Doom’s boots. It’s the reason he speaks in the third person so much in the comics. Fox’s movies never got that aspect of his personality down.

IIRC there was a timeline where Doom succeeded in conquering everything, but he gave it up because he got bored. XD Doom is undeniably one of the most powerful characters in Marvel.

Probably. He has Science, Technology, and Sorcery at his disposal (IIRC, if Dr. Strange weren't around, Doom would qualify for the title of Sorcerer Supreme), and he's apparently immortal, as there's apparently a comic storyline where he traveled back in time to the earliest days of magic to learn everything there was to know about magic, and then returned to the present the "old fashioned way" .... *by waiting* ....
There's a reason why even the Avengers are very wary of Doom, and what he's capable of.
With his Sorcery he could pretty easily deal with Superman & Supergirl (possibly even just mind-control them both), he would likely be able to discern the weaknesses of each JL member fairly quickly (he'd probably find even The Flash to be little more than a nuisance), and chances are good that he could even shrug off the effects of Wonder Woman's Lasso of Truth. And he also has a literal army of "Doombots" at his disposal. His armor is also shielded by magic and loaded with both tech-based weapons and magic-based weapons.
This was best shown in the Marvel Heroes MMO, where Dr. Doom was one of the most OP playable characters in the game. Tons of AOE, he could summon minions to aid him, he had some great mobility, etc.
