    Robin spoke about a chap who realised recently that some things had a suspicion of corruption. I won't go into why but I had occasion at times to listen into phone calls in a council in Scotland some 40 years ago and I have heard planners speaking about tenders where they passed information about those tenders to another party and the only way they could do that is if they had been opened, which is not legal. I also heard things like 'The Usual Deal' ? and 'don't worry about your tender going in after the deadline, councilor 'swick' will let it through no problem ! Tenders are supposed to be timestamped but the 'right' Councilor would ignore the fact there wasn't one. FYI - Then all Tenders had to be opened in the presence of or by a Local Councilor ! So this chap may have just come to a realisation about corrupt practice but it's been going on FOREVER. Perhaps what's changed is back then people felt a greater degree of guilt ? But I doubt it !

    The sound is fairly atrocious - echoing acoustics, creaking chairs, audience noise and a low, intermittent hum from some electric fan.
    This is a valuable, well presented discussion but listening to it is a bit of a chore.
