If I remember right, his name was going to be Terios The Hedgehog. His design was actually very similar to Sonic, except he had longer quills and a scar over his right eye. From behind, and at other angles, he would look like Sonic. His fur was also a Navy Blue, if I remember right. However, somewhere in the process, they didn’t want to make him look too much like Sonic, so they scrapped his design and we got the Shadow that we all know and love! So somewhere in the script they kept the plot of Shadow being confused for Sonic most likely because the script was finalized before Shadow’s design was changed.

I'm a huge Sonic nerd and so I'd like to share this bit of information that nobody cares about with you: It's heavily implied that Biolizard and Shadow were designed by Dr. Gerald Robotnik based on Perfect Chaos and Super Sonic. We know Gerald studied Chaos because lots of "Artificial Chaos" enemies in the Ark. We know his knowledge of Chaos comes from studying the Echidna civilization because there was a replica of an Echidna shrine in the Ark (where Sonic and Shadow went super in the end). And we know the Echidnas had foretold the coming of Sonic because there's an ancient Echidna painting of Super Sonic fighting Eggman in Hidden Palace Zone (from Sonic & Knuckles). So yeah, technically Shadow is the faker, even though he was created over 50 years ago 😄
