I would personally rank Manga counterparts stronger than Anime, or as strong as the anime. The main "canon" of Anime dbs ended with ToP, while manga continues with Moro & Granola arc

I say this because Toyotaro's RoF manga that was released prior to both DBS manga and anime's release portray Goku, Vegeta and Frieza, even in their weakest forms, far stronger than the Z-fighters. And in the chapter 32 of the DBS manga, it shows the same panels that appeared in Toyotaro's RoF manga, indicating that those are canon to the DBS manga.
