For example it can often be a good idea to refrain from deploying onto the table until the key moment, whether defending or attacking. Quite different to some rules where you want to get your troops deployed ASAP.
I think you're better off asking Rich at Too at Lardies for his rationale behind the rules. It just means no effect, I wouldn't think about it too much TBH.
