When I do this I still have see the crop marks outside the artboard.
Did you generate the artwork from new? Or were the crops on a document you opened? If it’s new, it should export with or without crops depending on if you tick crops. Seems strange if they’re still there 🤔 let me know if you fixed it

why the bleed lines are outside artboard?
Because bleed is an area the printers chop off when printing. 3mm is the standard, the printers chop that 3mm off. Margin are when go on the inside of your artboard (if you choose to use them).

How to print with bleed
