For mine it was the thermostat getting stuck in a partially open state. By increasing revs, I could increase the speed of the water pump to cool it off by forcing more coolant past the partially stuck thermostat. I'll be draining the coolant system and changing my thermostat in the next couple weeks.
I had the same issue where revving up the engine would get the coolant circulating again. But it was because the old thermostat wasn't opening until it got significantly hotter than the 180 degree rating.
I recently had a P0300 code on my 08 Sky. The plugs are brand new genuine ac delco. My coil packs appear to be original. Would you recommend changing them all?

The crown vic is model is Exactly the same, and cost $100 less !!! I bought two, just in case. After 1 year, mine is still working great.
What year model Crown Vic for this part?
You may have bubble in coolant, check your small 15amp fuse, it's yellow for radiator fan, mine went out causing spikes in temp.
Remove the big plastic engine cover. It serves little purpose other than looking pretty and keeping dirt away.
Could be a lot of things, Bubble in the coolant, water pump possibly leaking "if coolant goes low" or might be just the fan. hope you figure it out
If you get HP Tuners you can manually override the fans to check them. Just trying to help you justify the investment haha.
YOU HAVE A LOOSE COIL PACK
lift up on coil pack connection while you tighten down the hold down screw.

Don't run it too long with it missing out like that, it can clog the cat since it's so close to the exhaust manifold.
