$5 for standard budget decks were cool. Maybe a $25-$30 budget modern deck since it's a stronger format

Powerbalance won't see play as long there isn't a repeatable way to manipulate the top of your deck. Afterall, Counterbalance hasn't been played since Top was banned.
You overlooked Spawn-Gang Commander's "When you cast this spell" clause. Blinking does nothing in this case, unfortunately. Another downside, but probably necessary to prevent, I presume, potentially easy infinite mana with the spawn tokens.

My Sleepers are Quest for the Necropolies and Muster the Departed, wich just with the tools on Timeless and Historic, they are both really powerfull cards, but overlooked. Other thing that i feel like an sleeper, because it is being ignored is the B&R anouncment, the annual big one that is happening this month... and I feel like is going to bring some change to Standard before rotation.
Dog umbra pacifism flavor: A ghost dog is barking at them and hemming them in place. :)
Another thing about your number one pick is the that cycle ability is uncounterable by a counter spell so you can get a blocker out at instant speed unless it gets stifled

I played a Spawn-Gang Commander in my prerelease yesterday. It was bonkers useful. The spawns can chump block, make fast mana, or sac themselves to trigger removal as a combat trick, and I did all three in different situations.

I played in the prerelease for this set and during one of my games, my opponent basically spent alot of mana to buff up a flying creature with chantment/auras and right after he declared his combat phase, I played Dog Umbra on it and he scooped. I felt like the best player ever right then and there.

I wouldn't sell Path of Annihilation short. It is a 1 card ramp to a 9 drop on turn 5. You can tap the 2 spawns for mana and then still sac them for colorless. Pretty early Kozileks or Ulamogs.
I had these thoughts too. It's ramp 4 and two bodies, and if you have spawns out when you drop it, it can pay you back some mana the same turn it comes out. It's not awful.

Powerbalance may play spells off of the top of the library, but it doesn't change the speed of the spell. Unless I am missing something.
Shrieking drake gave me flashbacks to playing against chulane
I'm curious to try Powerbalance in Burn/aggro decks. The threat of it replacing a creature with a new creature will make it really hard for your opponent to handle your board at all. I might try it in Timeless where it is just nothing but 1 and 2 drops.
1. the modified creatures have lifelink guy is a better abzan battle priest.
2. Pinnacle monk is a ardent elementalist with options. Or... A better anarchist.
