All the recent expansions (Vegas, Seattle, etc) have been made in the US while there are actual markets in the North that could welcome an NHL team. And there's the Arizona Coyotes, a terrible team in the middle of a freaking desert. They could be relocated to Québec City for instance but it's not in Bettman's plans and he won't do anything to make it happen.
