We have a place in Brasov, Romania and we love it there! We go 3-4 times a year and hope to retire there. Romania is such an amazing country with a large expat community. I think $1500 is a little low but it is doable if you already have a place to live. If you need to include rent/mortgage, add anywhere from $300 to $500 a month, depending on how far you are from the city center.

you have free healthcare, if you want top notch healcare you can go private and is still around 10% what you would pay in the US. Usually big cities are costly as well as turistic cities. But you can literally live on a seaside smaller town at half of what you would pay in a bigger well known city. The further est you go the cheaper it is. Also if you like mountains more then sea, the prices for mountain villages are smaller yet again. I just got a 2500 meters piece of land in Romania north of the city of Ploiesti for 15k $ in a area that looks like Montana, i got it after watching the tv series Yellowstone, i tought i want to like in a place like that. Building somenting in Romania (and i expect the rest of the balcans to be simillar), is pretty easy . Some will say it's a hassle because of the birocracy , but especially in smaller towns is pretty easy. You can go the legal way and make a bunch of papers, pay for arhitect and plans, apply at the town hall after you have all your papers done and wait 1-2 months Or you can just straight build your place ,pay a fine (usually resonable priced) and become legal. For detached houses (without fundation, like pre-made, wood ,etc) you just need a zonig plan that you can get in a few days.
