  • The way you take your HGV driving test is changing. From the 15th November you can take your HGV class 1 driving test without the need to pass the HGV class 2 first.

    Under the new rules which take affect from 15 November, training companies should now be completely restructuring their training course in accordance with the new process. What should now happen is that new candidates should do nothing other than the new part 3a Off Road training and the new part 3a test with the training school covering the reverse and couple / uncouple ect. Possibly a 2 or 3 day course. Once you've got that new part 3a pass certificate in your pocket from the training school, you will then have up to 6 months to come back (or even go to a completely different training school) in order to then undertake the new part 3b On Road training and test with the examiner. Decent training schools will likely restructure the course in accordance with the new rules and clearly, the best way forward is to get the new part 3a training and test completely done and dusted and out of the way, and then have a break for at least a few days or the weekend and come back refreshed the following week (or even a couple of months later) to do the new part 3b training and test. Training schools should no longer continue to conduct a traditional single training course of several days of On Road and Off road training all mixed together followed by the new part 3a test with the training school on the final day immediately before going to the test centre for the new part 3b test with the examiner. They really should now be completely separating and restructure the training in to 2 separate training courses and there is no doubt about it, test pass rates are going to increase significantly under the new system. There should also be nothing preventing you from doing the part 3a training yourself and then simply booking a part 3a test with a training school. I'm sure they won't like the idea of not earning any money from the training but I don't think they will have a choice, they will have to accept bookings for just the test without the training as part of the deal with the DVSA in the same way that private companies who conduct their own ''In House'' MOTs have to also allow the public in for MOTs. I would even stick my neck out and say that you could possibly (and I say possibly) start the new part 3a training and test on 15 November without having to wait for your provisional licence coming back as this is now all going to be done completely Off Road by the training school as long as they've received their accreditation to conduct the new part 3a test. I'm sure the DVSA will advise training providers exactly where they stand as far as conducting the part 3a Off Road test before provisional licences have been processed and returned.

    Great informative Video thanks! I'm currently half way through my Class 2. Passed Both theory's and CPC mod 2. Just need to do my 20 hours driving and test, however I'm wanting to go straight for class 1 so I'm not booking any tests until I have sent my provisional cat C off for a C+E provisional entitlement.
    Just spoke to a few HGV schools about prices, nobody can give me any figures yet because they are seeing how other school adjust their prices ect before they announce new prices. It's definitely going to be worth it though I think especially for people like myself who want do drive Class 1's 👍

      I was quoted £1600 for class 2. The gentlemen said it’s my choice if I want to wait or do it. Chose to wait and apply straight for CE once the law changes. I assume prices will be £2400+ at lowest. Best of luck 😉

      @@JustinD93 good deal really! Bit gutted I got my class 2 @ 1700 and then again class 1 @ 1900 could have saved a decent chunk going straight to class 1.. although it’s one hell of a jump from car to artic

    But realistically nobody can go straight go C+E on 15th November, as the only people with a C+E provisional will have already passed their cat C, and you cant get a C+E provisional until 15th November, as that's the predicament I'm currently in and you cant apply to upgrade your provisional until 15th November, and the way the dvla are at the moment that will take weeks

    It's a shame there not going to give the c drivers that have been diving class c for 20 years or more the c&e ...we never had the opportunity to go straight to c&e at 18

    When I applied for my hgv provisional 2 months ago I ticked the C class and C + E on the paper and sent it off. Done my theory. And cpc. Do I still need to send it off to be upgraded? What exactly are they upgrading if I’ve already ticked the c + e box?

      Yes me to ... I'm all passed theroy, CPC ready to go straight to lessons for class 1 from November , like most I've only got the C provisional ... I have Emailed DVLA for- how we go about adding C plus E .... Yep still waiting on answer , on what's going to happen past November 15th ? ....can do it online by a simple tick box or do we have to send license off again in the post to get lost for 3 months again?
      Do they know there is a driver shortage 🤣👍 ??

      If you go on the gov website check my license, under section vehicles I can drive there’s a section for vehicles you can provisionally drive it should say there weather you have the provisional for C+E

      @@MrNeemo2010 Thank you Luke for that information...it looks like they only gave me a provisional for class 2 only.. i do remember filling all categories but it seems i didnt get CE 😥😥
      Just found out this on the Gov uk website. Until Nov 15th arrives , the entitlement for c+e is only for class 2 fully license drivers...so mine definitely needs to be sent back...need to wait again..😥

    I personally see little difference if any with D & C to be honest, all the same principals apply. Would be great if the licences Were transferable. I’d just need my tracked vehicle licence then lol

    They should allow cat c to have cat D and vice verser, as the vehicles are the same, just keep the CPC different, one for heavy goods and one for carrying passengers, I can drive Artics and wag and drag, but not allowed to drive a tiny 16 seat 3.5t bus, because I’m not qualified hahahaha, Money money money.

    Great to here. As a test centre what do you think or ball park figure the 3A and 3B tests are going to cost? With they be similar to what the module 3 costs now do you think will it be more or less

    I requested Forms after the 15th nov to apply for C+E and there is no new forms to do that so I’ve filled the ones they sent me and after phoning them they said “don’t worry my Liecence will come back with it on “
    Is this correct

    Great information👍 Just getting into the industry and I suppose for those who have limited funds and want to drive Class1 now have the opportunity to do that.. If i was to go straight for my class1, am I able to drive Rigid or would I need to do my Class2 for that? Would like to keep the job opportunities open to drive both.

      Passing a Class 1 (C+E) also gives you all of the other lower truck & trailer categories, including upgrading a category B car licence to B+E before the law changes and all category B holders get B+E automatically. Interestingly, whilst a category C or C+E truck licence doesn't give you a category D bus licence, if you already hold or subsequently pass a category D bus test, your Class 1 (C+E) also upgrades your category D to a D+E Bus & trailer licence without actually having to take that bus and trailer test. However, passing a D+E bus and trailer test doesn't upgrade a category C truck licence to category C+E. (a C+E upgrades a D to D+E, but a D+E doesn't upgrade a C to C+E).

    What weight can you tow up to with a van and a trailer and a car and a trailer without sitting the test?

      When the changes take affect next month, I believe that anybody who holds just a B category car licence (maximum 3500kg) will automatically be upgraded to B+E This means that you will still only be licensed to drive a vehicle up to 3500kg mam but will be able to tow a trailer of any size as long as it doesn't exceed the specified towing capacity of the towing vehicle. Don't forget that if a towbar is fitted which takes the possible combination weight above 3500kg mam and you are using the vehicle commercially then, in most cases, you are required to have a tachograph fitted regardless of whether or not you are actually towing a trailer. Just the fitting of a towbar triggers the need for a tachograph to be fitted in most cases if being used commercially.

      Eligibility
      Applications to get a site approved will open at 8am on Monday 8 November. Check back then to apply.
      You can apply if you’re:
      a large goods vehicle (LGV) or passenger carrying vehicle (PCV) training organisation
      bus or coach company with a driver training centre
      haulage company with a driver training centre
      an LGV or PCV industry training association
      a Driver CPC periodic training centre
      You must expect to carry out at least 40 Driver CPC part 3a tests per assessor each year.
      You must: directly employ the people you want to be assessors
      have a suitable site.
      Assessor eligibility
      The people you want to be assessors must:
      have had a UK car driving licence (or one from the EU, Iceland, Liechtenstein and Norway) for at least 3 years
      have no more than 5 penalty points on their licence
      be a ‘fit and proper’ person
      have an employment contract with your organisation
      have the same category of driving licence for any test you want them to do
      They must have had both:
      a category C, C1, D or D1 licence for at least 3 years
      towing entitlement (+E) for at least 12 months (after upgrading their licence) if you want them to do trailer tests
      Rules for the sites you want to use
      Your site must have:
      clear entry and exit points
      suitable insurance
      You must have an off-road area with a level hardstanding surface (such as concrete, tarmac or block paving) that is either:
      42 metres (m) by 11m (if you only want to test vehicles shorter than 12m in length)
      66m by 11m (if you want to test vehicles of any size)
      It must have an extra 1m buffer zone on all 4 sides (this is to allow for vehicle overhang and the safe conduct of the test).
      You cannot use a site with a gravel surface.
      Decide how you want to operate
      You need to decide:
      which of your sites you’d like to provide tests at
      which driving licence categories you want to be able to provide tests for
      how many assessors you want to have approved (each assessor must carry out at least 40 Driver CPC part 3a tests each year, and they cannot test someone they’ve personally trained)
      what your terms and conditions will be for your customers - this should include your approach to short notice cancellations and what you expect your customers to do to help stop the spread of coronavirus (COVID-19)
      how you’ll tell your customers what you’re doing with their personal data
      You must be registered with the Information Commissioner’s Office and pay an annual data protection fee because you’re processing personal data.

    I have my class 2 and passed the test 13 years ago and hold a full cpc and I'm going to take my class 1 soon.
    Will I have to take the two part Driving test or do I do my test all in one, off road and road all together

      I'm a little confused about the 3a and 3b modual .

      There are now two parts of the hgv driving test
      Module 3a is the reverse coupling uncoupling
      Module 3D is the on road test. They are separate
      You must past the reverse in order to take the on road test
      Probably do both tests on separate days

      @@EPTrainingServicesLimited I just don’t get it you do the 7.5 ton test in a van 🚐 with twin wheel axle on the back which is only 5.5 ton it’s literally the weight of the rear axle and the size of the van that you do your test in isn’t even that big I’ve driven big Mac sprinter vans and transit. Luton’s they wont to give it back to people to the point where you cant go form a car into a 7.5 ton but you can do your test in a small van then get in a 7.5 ton, but you can drive a Luton bigger than the van that you do your test in for the 7.5 ton it’s absolutely laughable.

    Well that kind of screws everyone who has already booked there c+e after 15th nov.. I have my test booked for the 26th so now going to have to send my license off to apply for c+e provisional and hope it gets back in time. As well as having to book another test in before that date for the reversing and uncoupling

      I'm not sure that you will have book part 3a of test unless you still want to do it with an examiner at the test centre. If you are going to do it with the driving school, I would have thought it was just going to be included as part of the booking for the training, although there may well be a fee for the part 3a test which could be included as part of the overall training cost. There should also be nothing preventing a candidate from booking a Part 3a test with a driving school without having undertaken any training with the school. If you think you are good enough and you have satisfied all requirements, you should be able to book the part 3a test with a driving school and just turn up and do it without any additional training costs and without any unfair prejudicial bias towards those who haven't paid for the training.

    one of your vedio you said the examiner not longer requery reversing and compling trailler , it been giving by your instructor, now you say different, so question which statament is true then?

      You have to still do a reversing test and coupling uncoupling
      The difference now is it can be done by the driving test centre examiner or an appointed person from the company you are training with. I never said you did not need to do the reverse test

      The examiners appointed by the company are approved and checked by DVSA
      The DVSA examiners who work for the government are already checked and verified
      It’s ok which one you choose

      If your test is before 15th November no. After that date, you’ll have to do the two parts.

    Just received my licence with rigid provision added after sending off D2& D4. Could I resend my licence back to get C+E added without doing the medical again

      I read within the last couple of weeks that the changes won't be happening in Northern Ireland. If that turns out to be the case, anybody from NI should therefore seriously consider taking their C+E on mainland GB if they want to go direct to Class 1. If the DVA NI won't grant a provisional C+E licence without first obtaining a full C licence, I would simply apply direct to the DVSA in Swansea even if that means using a friend's address.
