Honestly, based on my understanding of quirks in My Hero Academia, there’s essentially no inherent limit to a quirk’s power-the real constraint is the human body itself. Star and Stripe can't surpass All Might simply because her quirk's laws can't push her beyond her own genetic limits. It can boost her to her maximum human potential, but no further. its not like you can touch the rock and call out the name of the rock and said turn yourself into human flesh which is not possible. New Order Quirk allows her to impose rules and laws on the limits of certain objects or living beings she touches by naming them, and commanding them as she wishes with the specific instruction she puts upon them.The characters in My Hero still have human physiology, acting as hosts for their quirks, which means they’re not inherently unified with their powers. That's why Shoto can suffer burns or frostbite if he exceeds his physical limits. Deku keep breaking his body using one for all simply because he is genetically weak, as the 9th generation Deku use everything he got and combined all the previous host's powers and was able to match the Prime ALL MIGHT's level of power, that right there tells you that all might was genetically gifted then with the power of one for all, he is insanely powerful. If deku was as gifted as all might to begin with, he will be extremely powerful. Again all might was able to use 100% of the one for all power to begin with. The concept of "quirk singularity" highlights that as quirks evolve, they require stronger hosts to handle their power, or else they could end up overwhelming the user. This suggests that quirks are almost separate entities that need compatible hosts to manifest fully. In this sense, New Order could well be the strongest quirk in existence. If someone like the Hulk were to wield this power, he could theoretically create a rule like "I am the strongest there is with no limit," which would grant him boundless physical attributes. Given Hulk’s limitless genetic potential, this law would maximize his power without needing to rely on anger as a trigger-it would simply draw out his full potential. What makes New Order terrifying is its ability to impose laws on anything without boundaries, anything you see whether it is objects or living beings, as long as the user can withstand it. Star and Stripe transform the air into a giant form 1,000 times of her size is likely her human limit, but if Hulk had this power, he could create forms of any size he desired. Imagine being able to impose rules on time and space-anything she touches and is able to name it, she can control. This is like LOW-KEY OMNIPOTENT POWER!

technically new order has no limits if you constuct a rule to a object that would remove your restrictions under a condition the only limit to what new order can do before you figure that out is your imagineation and how good you can make a rule to give you the most benefit as new order can edit its self you just need to be imaginitive to get it to what you want
@@KryptonianSaiyan most likely even the idea of her not being able to think of doing so is a important plot point of the usa purpossly limiting their own hero to keep their power in check under a false idea of what could happen would be bad and or the dangers of what she could do if she knew her limits were not even real after all the hero market generates alot of money and someone who at their full potential could erase even the concept of villiany with a rule... and you can see why a greedy group would hide her true potential from her as the name new order suggests her true potential could litterally rewrite everything
Can’t really work like that, the target of your new order can’t give an effect to something else. For example you can’t give the air a new rule that will kill whoever touches it since that person is not the target of new order. So long as the effect of the new order is only changing what you are using it on, it’s fair game

She fights in a squad. Imo it’s smarter to jump your enemies instead of fighting them one on one. And don’t forget he had help too, that nomu. Even by herself, I rank her quirk above one for all and all for one quirks
