Health has nothing to do with it, it's the little to no backbone people have when ordered to do bad things. Shepard defintely would have joined in had he gotten his orders, otherwise he would have saved this innocent scientist from being obviously tortured.

They weren't soldiers. The HECU is not affiliated with the military. They are a clean-up crew. This means they are hired to clean-up any mess that may involve highly dangerous combat. Part of cleaning up involves killing everything in sight. No witnesses.
