Topaz is a sub DPS and buffer for follow up attackers, the person in said video is using her hyper carry which really isn’t her best team. They are using 2 of the best supports in the game and Asta is most likely E6 along with maybe the person speed tuning Bronya for Topaz. Your only ever gonna get the results said person got in the video if you invest a lot since this is a hyper carry team, so if your gonna pull her just know her role is sub DPS/buffer and she is still very good nonetheless, just not game changing unlike DHIL/Jingliu.

man topaz is such a cool character but too bad all her animations are not worth it. Even Hanya and Guinaifen, 4 stars characters btw have better animations than her
