To the best of my knowledge, it is an ancient right that is now only ceremonial, allowing the Ship's Company to right to march through the streets with fixed bayonets.
Basically, bringing armies and soldiers into cities was a big no-no and everything from taboo to illegal in many cultures, particularly in ancient Rome where this originates. It's one of the reasons why when you read about Caesar's march across the Rubicon as being such a big deal and when his army entered the city, that was also a big deal because armies are not supposed to enter cities as it more or less implies some sort of assault. However, cities can do what is called "Granting the Freedom" to an army or group of armed forces that basically gives them permission to march within their city in uniform with their weapons. It is sort of an official and ceremonial way of basically saying, "We know you are armed and deadly and marching together as an army, but we're cool with you and allow you to do this". It's just a ceremonial sort of "reward" so to speak that is granted from time to time to armed forces. This particular crew was from the HMS Enterprise which has always been associated with this particular town. Their city council voted to allow granting the freedom to them. So in a nut shell, the TL:DR version is the city is showing appreciation to a crew by allowing them to do a small parade in uniform so the citizens can go out and cheer them on to show their gratitude for their service.
How come some people who are a Leading Rating rank with 1 or 2 or 3 chevrons? Also some Petty Officers with 2 or 3 chevrons? Can someone explain this to me please, thank you.
