YES, 16 high end refurbish F16 C/D make sense, remember we can only use those $500M to US hardware's , othe US military equipments are also very expensive, so 16 F16 C/D is already a good choice, remember there is also 400B PHP budget for MRF, then if we can get 16-F16 + 36 MRF, our number of Jets fighters (MRF)will be at 52! 52 MRF + 12 FA50, can protect our country!
F16 C/D is obsolete in avionics and is no match for more modern aircraft. Also it is very expensive to bring F16 C/D up to current avionics standards. Chile and Argentina bought second hand F16 C/D due to lack of money, but they cannot afford to upgrade the avionics to modern standards.
The Philippines is also considering purchasing a mid-range missile system. So some of that 500 million dollar budget may be allocated to other projects as Philippines is looking for brand new MRFs.
It really don't matter, how many or what type of aircraft they purchase. As soon as the FMS contract is over after 3-5 years the aircraft would be grounded to due lack of parts. Just look what has happen to the C-130 aircraft programs over the years and how many C-130 aircraft are fully operational today (Just 2) which was recently donated again.

If the Philippines will eventually buy Saab JAS-39 and expand its FA-50 fleet, then it might as well forget about the F-16s. If we get F-16s, on top of the JAS-39s and FA-50s, we will have to spend more on buying a separate set of maintenance spares for the F-16s, spend more for separate training program for F-16s pilots, and spend more on training another set of maintenance personnel to support the F-16s. Our maintenance and support requirements will become too complex that we might fail to effectively maintain any of our new defense assets. We're better off using the money in other more worthy investments like additional military transport aircraft like C-130s , or additional radar system, or air additional defense missile or gun systems.
Buy many as possible for homeland and territorial defense. It secures our ground troops and helps when pindown. If there is more extra budget make sure put it in aerial or missile defense for a reason that ph can protect the skies. The waters is usually watch by ally countries so china cant do much. How long will a squadron or 2 of FA-50’s last in a shooting war against China? Philippines must resist the temptation to buy expensive systems especially since the capex is only the start of the spending and losing all of them in the first hours of a hot war is a definite eventuality. PH needs to be smarter with its resources and invest heavily in robot drone aircraft and seacraft as it's offensive weapons and buy a lot more of those Brahmos supersonic cruise missiles anti-ship variants to defend the home islands. The Ukrainians have shown the world what the future battlefield would look like and the Philippines would be wise to study the lessons about how a severely overmatched military should fight against a much stronger opponent.

The REAL question is how many can you operate and maintain long term on the annual O&M budget for Air Defense Operations. @@RacerX1971 NOT a fair comparison. The JAS-39E has capabilities very similar, and even better in EW than the F-35. The F-16s cannot even touch that in the Blk 72 Viper. Now to get jets on the ramp soon the used birds are a fairly good idea, but long term it will break the bank with escalating O&M costs. Everyone knows it, but Lockheed Martin will never tell you that. The only way the Philippines could pull that off is if they became the F-16 Depot for the Region, and I do not see Lockheed Martin doing that. The Israeli F-16s may have better support because they built in more efficiency in their birds because they are a small country with few resources. The Europeans all ganged together and had plants that actually built the birds and provided Depot maintenance and NATO supported all those birds. My opinion is: buy the package of: half of the lower-end version and half of the higher-end version and what happens in the next 3- 5 years. After the trial period of 3-5 years, for sure, a wiser decisions could be made by then.
That's why I'm not a fan of F16's for the Philippine Air Force. Adding from that reasons mentioned is its high cost operation and maintenance expenses compared to Jas 39 Gripen and FA50. The Philippines has so many indigent citizens and various other government expenses to take care of not just defense. The aim of procuring is to defend the nation effectively the country but not to justify some F16 fans' or other nation's wishes. I guess Jas 39 Gripen and FA50 are capable able enough to do the job.

Its been a constant problem since 2013, the DND always delayed or cancel some of the acquitition for AFP modernization, it is bette that the modenization program should be direct from the President. And regarding the Gripen, I don't know why the DND cancel it when it has different allocated budget. The budget for the Gripen comes from the Re-Horizon 3. You know what, I've been monitoring these modernization program since pnoy time, the problem is in the DND it seems someone out there is a puppet of China. Every administration we changed the DND Secretary, but the problem still there, the delaying of procurement caused by the DND agency. Something fishy in the DND.

The US already priced dozens of f16 for $2.43 billion but ph budget for this is only $1.1 billion. So it's pretty impossible right now for ph to buy f16
I would like to see the Philippines start producing their own domestic weapons. They have an educated population. They have many underemployed or unemployed engineers. I believe like Thaiwan they can design and build their own. With some directed investment it can be done.

I believe FA-50 is a better alternative for phl. Because they are already accustomed to FA-50. There's a saying that it's not the plane, but the pilot utilizing it.

How long will a squadron or 2 of FA-50’s last in a shooting war against China? Philippines must resist the temptation to buy expensive systems especially since the capex is only the start of the spending and losing all of them in the first hours of a hot war is a definite eventuality. PH needs to be smarter with its resources and invest heavily in robot drone aircraft and seacraft as it's offensive weapons and buy a lot more of those Brahmos supersonic cruise missiles anti-ship variants to defend the home islands. The Ukrainians have shown the world what the future battlefield would look like and the Philippines would be wise to study the lessons about how a severely overmatched military should fight against a much stronger opponent.

The f16 wasn't really considered according to officials, as it's over the budget of Philippines. Last news were talking about close discussions and interests for the Gripen, which fits in the Philippines budget.

The REAL question is how many can you operate and maintain long term on the annual O&M budget for Air Defense Operations. The JAS-39 may come at greater cost / unit, but you can operate and maintain more of them longer with more fully mission capable flying hours to boot. The F-16s will be Numerous and Parked waiting for budget/parts.

The Gripen can do everything the F-16 can do in any model. The F-16 cannot do everything the Gripen can do regardless of model. The greatest and largest weapons protfolio is via the Gripen.

@@RacerX1971 NOT a fair comparison. The JAS-39E has capabilities very similar, and even better in EW than the F-35. The F-16s cannot even touch that in the Blk 72 Viper. Now to get jets on the ramp soon the used birds are a fairly good idea, but long term it will break the bank with escalating O&M costs. Everyone knows it, but Lockheed Martin will never tell you that. The only way the Philippines could pull that off is if they became the F-16 Depot for the Region, and I do not see Lockheed Martin doing that. The Israeli F-16s may have better support because they built in more efficiency in their birds because they are a small country with few resources. The Europeans all ganged together and had plants that actually built the birds and provided Depot maintenance and NATO supported all those birds. YOU HAVE NO SUCH CONSTRUCT to support your F-16s . . . so you better get New Ones in five years, or get Great Logistical Support written into the contract with who ever you get them from.

That's why I'm not a fan of F16's for the Philippine Air Force. Adding from that reasons mentioned is its high cost operation and maintenance expenses compared to Jas 39 Gripen and FA50. The Philippines has so many indigent citizens and various other government expenses to take care of not just defense. The aim of procuring is to defend the nation effectively the country but not to justify some F16 fans' or other nation's wishes. I guess Jas 39 Gripen and FA50 are capable able enough to do the job.

It's credit rating is good and there should be not problem in getting the Central Bank of the Philippines to advance $2.5 Billion in cash. @@Defense-Forces-Insight The actual problem is with the DND, delaying the acquitition. The money is there, then why the DND cannot make their decision. Its been a constant problem since 2013, the DND always delayed or cancel some of the acquitition for AFP modernization, it is bette that the modenization program should be direct from the President.
And regarding the Gripen, I don't know why the DND cancel it when it has different allocated budget. The budget for the Gripen comes from the Re-Horizon 3.
You know what, I've been monitoring these modernization program since pnoy time, the problem is in the DND it seems someone out there is a puppet of China. Every administration we changed the DND Secretary, but the problem still there, the delaying of procurement caused by the DND agency.
