That's because we only use the numbers 9, 11 & 13 if the 7th is included. If there's isn't a 7 then we use 2, 4 & 6. If the 3rd has been replaced by either the 2 or the 4 then we use the "sus" label. If the 3rd is still present then we use the "add" label. People mistakenly think the 9, 11 & 13 have something to do with the higher octaves of 2, 4 & 6 ... this is not the case.
