We Pay for each other through Tax, we don't mind paying it, personally ive never been ill, but my wife spent 2 years in the best Leukaemia hospital in London, it cost me travel expenses not having to go bankrupt in the States, Sadly she didn't make it, You call it Socialism we call it basic Human Rights
They probably asked him to pay the 60 euros because he was in Germany and he had a prescription from the Netherlands. But i'm pretty sure he didn't come back there would have not noticed.
The big difference is that he waited to go to the doctor. I would have gone the second day. This because it can get way worse if you do not treat it. And that can make the healing process way longer. The reason is easy to understand: I am not scared of the cost. I only have to look at the inconvenience of going to the doctor or walking around with pain. It is not just about the money. It is about the mindset. Just imagine that you do not have to choose between having food and paying rent or dying. That is what I call freedom. Also: You need a recommendation. You can not just walk in and ask for an X-ray. They will decide if you need one. You are a patient, not a customer. I NEVER heard ANYBODY in Europe confuse patients and customers. The moment you are sick, you are a patient. And that is how you get treated. Sure, you could get e.g. a single room if the hospital has the room and if your insurance pays for it, but the doctor will NOT treat you differently. You will not get to be served faster. You will not be shoved to the front of the queue.
Because we have insurances even for Americans, that are too stupid to get an international travel insurance for a few bucks. We are not heartless brutes, like Americans. You being here in Europe for over a year now...you must have had some changes in thinking towards your place of origin, haven't you?
Because all Europeans use our Taxes in Health, Education, I+D and less in Army . In Spain one of the best Health Systems of the world it’s free, like the pay holidays (30 by year) or 20 Weeks pay period for maternity and another 20 for paternity. What do you prefer , an health and educated country or a country who is pure violence?
I like a Spanish Doctor (surgeon ) , can say that our public Hospitals have the best equipment like Mount Sinai . But our bill it’s “0” € . Independent if you have a flu or a cancer or I make you a transplant . Treatment and post treatment it’s free.

The reason why he had to pay cash is because doctors offices and hospitals usually are not equiped for electronic payments because all bill for citizens go to the insurance companies. Therefore as a not German patient without an address in Germany making him pay cash is the only option to ensure they are payed. The risk of not getting payed when they would send a bill to his home address in the US is just to great.
Why so cheap? Because it is paid for by the insured and taxpayers. I think at the moment 22% of gross wages so that foreign guests can also have their health care here.
It is NOT CHEAP : Rather WHY is in USA so extremely and insanely OVERPRICED?

Paying or insured makes no difference in time. Somebody who wants to pay cash usually takes longer, as that's an exception.
